Would enabling building AppEngine based tooling to allow you to script comment handling be a good start? I see that you want to have visibility into comment moderation and spam. Is that a fair summary?

Would it be fair to say that you are after blogs for a business style environment? If yes, what sort of features are you interested in? Private blogs? External blogs with the ability to manage content authors, and possibly some kind of content pipeline?
