I'm assuming by navbar you mean the bar across the top of your blog that has the blogger icon and things like "Next Blog" in it, then no, it isn't a setting specific to your blog. It is a cookie on your browser that is flagging you as being geographically located in Japan. Going to google.com/ncr should clear that flag.
